Description
### Microsoft PowerToys version
0.99.0
### Installation method
PowerToys auto-update
### Area(s) with issue?
Grab And Move
### Steps to reproduce
1. Run an application that has a full screen mode. For example, Firefox, VLC, IrfanView, SumatraPDF, ...
2. Alt+left-drag or Alt+right-drag on the full screen window.
### ✔️ Expected Behavior
Grab and Move should have heuristics to detect full screen windows and should avoid moving or resizing them.
### ❌ Actual Behavior
The full screen window is repositioned or resized (and probably violating expectations that the application has for its full screen window).
Some applications handle this better (e.g. Microsoft Edge or Google Chrome) by forcibly moving and resizing their full screen windows back to their original placements. Some other applications (e.g. Windows Photos) automatically switch from full screen mode back to windowed mode.

Research direction
Start with the Grab And Move area and reproduce the issue using Alt+left-drag or Alt+right-drag on a full-screen Firefox, VLC, IrfanView, or SumatraPDF window. Done means full-screen windows are detected and neither repositioned nor resized, while ordinary windows retain their existing behavior.
