Conflict between NVDA and PowerToys key hook

### Steps to reproduce

1. In the shortcut remapping section, set Copilot key (win+shift+f23) as binded to application key (opening context menu).
2. Press NVDA+t to ensure that NVDA will read the window title for you.
3. Press this rebinded Copilot key and make sure that context menu will open.
4. Press NVDA+t. Screenreader would not recognize this shortcut as it should.
5. To use shortcut of NVDA, you have to restart the screen reader.

Powertoys rebindings should not disable NVDA keyboard hooks.

### ❌ Actual Behavior

NVDA hooks are being disabled until restarting the screen reader.

### Additional Information

I am posting this issue with old version, because I don't have regular access to any PC with copilot key. I tested it few weeks ago on the Dell PC. I didn't run this app as admin and system was in Polish language.

Windows 11, NVDA version 2025.3

Start in the Keyboard Manager shortcut-remapping path and reproduce the Copilot key mapped to the application key while using NVDA+t. Verify that the remapped key no longer leaves NVDA keyboard hooks disabled, and confirm that NVDA+t works afterward without restarting the screen reader.
