### Steps to reproduce
With two machines:
- Ensure on one machine that powertoys is installed, and Chrome remote desktop host service is installed
- On the second machine, connect to the machine using the CRD PWA app.
- Ensure enable full screen, and that keys are transferred through to the remote - 'Send System Keys' is enabled.
- Try and use grab and move
- Observe that the windows do not move or resize.
### ✔️ Expected Behavior
That the windows I am trying to move or resize will move or resize.
### ❌ Actual Behavior
Nothing happens, windows act like the activation key isn't pressed.

### Additional Information
It doesn't appear to be an issue with the remote desktop app as AltSnap (https://github.com/RamonUnch/AltSnap) works properly.
