Description

### Description of the new feature / enhancement

Make the thingy compatible with the Windows zoning logic 😎👍

Image

### Scenario when this would be used?

All the time.

The need for easier moving (why Grab And Move exists now) is clear.

Also clear is the need for the Zoning tool (that's why it's present in Windows).

If the two can be combined -> go for it.

### Supporting information

If the Zoning menu can be linked to the interaction of Grab And Move, I would simply activate it for that duration.

Then the user can easily place their mouse on top of the desired location... Grab And Move would then do nothing and the already implemented Zoning takes over the resize/location logic.

It's _probably_ a bit more complicated than writing this down, I am aware - just stating it because I would hope one can just skip on the required logic and hand the object over in some way.

Research direction

Start by tracing the existing Grab And Move and Zoning interactions in PowerToys; the issue names no files or tests. Define how control should pass to zoning during a grab, then verify that moving and resizing behave as expected while Grab And Move remains inactive.
