Description

### Description of the new feature / enhancement

It would be great to add a way to ignore specific input devices from moving across devices - a media controller or a secondary mouse or keyboard.

### Scenario when this would be used?

For example, I added a simple volume knob and media device input device that allows you to adjust volume, mute, play/pause and skip tracks in hopes that it wouldn't move over with my keyboard and mouse but it does.

I wanted it to stay with my primary device so that I could easily pause music while working on secondary device when I get calls.

Research direction

Start by locating the Mouse Without Borders implementation in PowerToys and identify how input devices are discovered and moved between devices. Define how users will select ignored devices, then verify that selected devices remain on the primary device while normal keyboard and mouse movement continues to work.
