[FancyZones] One Layout shortcut for both monitors

Pressing one shortcut (i.e. ctrl+win+alt 1) applies layouts out both monitors.

Another option would be to allow the ability to save the layouts from both monitors on one template.

### Scenario when this would be used?

I have a few templates that I always use in tandem - one on my landscape-oriented monitor and one on my portrait-oriented.

As it is set currently, I have to place my cursor on one monitor, hit the shortcut, then move my cursor to the next monitor and hit a second shortcut.
