### Steps to reproduce

Go to the settings of the Text Extractor, have language for non-unicode program set for something different? Region is English/Europe, Windows is in english, keyboard is on Slovak. I do not understand why it would take if from the keyboard layout - mainly when tere is also an english keyboard!!!
Switching keyboards doesn't do anything.

### ✔️ Expected Behavior

User can set the languages available in his system according to the keyboards available.

### ❌ Actual Behavior

"Slovenčina" is the only option for the preffered language, even when the whole system is in english including the region due to the more technical work like Maya, Unreal Engine, Motionbuilder and so on.
