Description

Description of the new feature / enhancement

The idea is to make fancyzones able to deal with a monitor as a zone ! a simple layout called FullMonitor that does not need to create a layout or add a zone , just deal with that monitor as zone.
And Avoid the miss closed windows or the overzoned zones that occurs now when trying to adjust a zone to full monitor ( it either stays smaller and close , minimze button doesn't reach top OR get larger and you see a tiny small of the windows overlapping to other monitor )

Scenario when this would be used?

the utility is to give possibility to rotate window using the Win+Arrows between multiple monitors and zones ( 1 FullMonitor + a splitted monitor ) [ right now you have first use Win+Shift+Arrow to move it around monitors then snap it if you want it snapped ]
also the ability to switch easily between windows using the Win+PgUp/Dwn for that monitor

Research direction

Start by reading the FancyZones implementation that handles monitors, layouts, zones, and Win+Arrow or Win+PgUp/Dwn navigation. Reproduce the described full-monitor and multi-monitor scenarios, then define how a FullMonitor layout should behave and how success will be verified without overlapping or incorrectly sized windows.
