Description
### Description of the new feature / enhancement
In the current release the Network Send / Received is splitted into two side-by-side elements (Receive | Send). They consume quite a significant amount of space and the UI/UX is not optional with current layout.
Instead have just one "Antenna" icon and beside that the Send / Received data speeds as follows on top-of each other as follows:
↑ x.x Kbps
That would be more intuitive and also space some valuable space from the Dock.

### Scenario when this would be used?
Always :)

Research direction
Start by locating the PowerToys Dock and Network Send/Receive UI entry points; no specific files or tests are named in the issue. Compare the current side-by-side Receive | Send layout with the proposed antenna and stacked-speed design, and consider the feature complete when the Dock presents the network indicators in that compact arrangement.
