FancyZones zone activation suddenly more complicated

### Steps to reproduce

Hold down SHIFT, drag one window into a fancy zone, then while still holding SHIFT, try to drag another window, then another.

### ✔️ Expected Behavior

Each window drag should activate Fancy Zones (since the shift key is being held continuously)--this is how it worked until recently.

### ❌ Actual Behavior

The first window snaps into place, but it's like you let up on the shift key after that, so the subsequent drags don't snap the windows into place properly. This wouldn't be so bad except that there's a longstanding bug (probably in Windows?) where every time you restart, windows are restored to not quite their original sizes, so in order to restore them to their proper sizes, I have to re-Fancy Zones most windows. The zones I'm experiencing this with are mostly fairly simple (two or three vertical splits), though it also happens with more complicated zones.
