Description
### Microsoft PowerToys version
0.98.1
### Installation method
WinGet
### Area(s) with issue?
Keyboard Manager
### Steps to reproduce
My keymap is: the sequence CTRL+` E
1. I focus on the password field (this is a third‑party application, so I cannot disclose its name here).
2. I press the sequence CTRL+` E.
3. Nothing happens.
### ✔️ Expected Behavior
Before the new Keyboard Manager editor, it worked with the third‑party application in its password field — it acted as a sequence of keystrokes.
Now it seems to behave more like CTRL+V, which the third‑party vendor blocks.
Please provide an option to map a sequence either to “pasting text” or to a “keystroke sequence” (to input text character by character).
### ❌ Actual Behavior
Nothing happens. The sequence does not trigger entering the target text. The password field remains empty.

Research direction
No source file or test is named. Start in the Keyboard Manager implementation for mapped key sequences and reproduce the CTRL+` E behavior in a password field; done means sequences can be configured to emit keystrokes rather than paste text, with coverage for both behaviors.
