Description
### Description of the new feature / enhancement
If computer is connected to the internet via designated network (ethernet or wifi), disable the password on wake requirement.
### Scenario when this would be used?
This allows us to keep the power settings as desired, keep the security as desired and needed for safety when on the road, but to make things more pleasant while at home. I don't want to keep having to input my pin when at home just because I walked away for a few minutes and the computer went to sleep. But I also don't want to disable the pin/password requirement to wake from sleep because that comes in handy when the computer is at my office and I step away from my desk.

Research direction
No files, tests, or entry points are identified in the issue. First determine where PowerToys could observe the designated network and interact with the wake-password setting, then clarify the security and network-state requirements. Done means the behavior works for the specified home connection without weakening protection on other networks.
