Description
### Description of the new feature / enhancement
Oftentimes I'm finding that there are conflicts with other programs having to do with shortcuts. It's near impossible for me to know what program is using the same shortcut, although the usual suspect is power choice. We'd like to find an easier way to find out when setting a shortcut with another app, which app is currently using that keyboard shortcut.
### Scenario when this would be used?
When assigning shortcuts in other apps.

Research direction
The issue does not identify files, tests, or an entry point. Start by locating PowerToys' shortcut and keyboard-management components, then determine whether Windows exposes enough information to identify applications using a shortcut; done means a defined, implementable scope and a way to verify the reported conflicts.
