[FancyZones] Unable to open some app, if it was started with system start and placed in specific zone

### Steps to reproduce

1. Step 1 - setup
1. Install app https://desktop.telegram.org/
2. Setup custom zone
3. Place app int this zone
2. Step 2 - configuration
1. Go to "Settings"
2. "Advanced settings"
3. check the box "Launch Telegram at system startup"
4. check the box "Run minimized"
5. Close window, to make it to hide in tray
3. Step 3
1. Reboot PC
2. When all launched, app should be minimized
3. Double click on tray icon
4. No window

If I remove app from zone, all works fine,
