Description
### Description of the new feature / enhancement
When holding shift and moving a window into position, it would be nice if we could use shortcut keys to cycle through our different saved layouts. For example, if I held shift and realized I'm staging for a different activity I could then press ALT once to cycle to my next layout (layout 2), ALT again would cycle to next layout (layout 3), etc.
### Scenario when this would be used?
This would allow for quick workflow changes. This is different than needing to go into the EDITOR because I am not editing. I am just cycling through the already established fancy zones.

Research direction
No file or test is named; begin by locating FancyZones' window-placement and shortcut-handling entry points. Use the existing shift-based placement and saved-layout behavior as references, and verify that repeated ALT presses cycle layouts without opening the editor.
