[Quick Access] Add brief description to each entry

Add an (i) UI element or some body text to each entry in the quick access menu:

### Scenario when this would be used?

I love PowerToys, but there's _a lot_ of them (and that's a good thing). Currently, the best way I can think of to get to know what PowerToys are available is to poke around the settings or (SC)OOBE. That works, but adding some lightweight descriptions/UI in the quick access menu would be a faster way to consume that information. After that, if one piques my interest, I can open the heavier settings window to look into it further and customize it.

tldr: settings window is heavy UI, adding lightweight UI to the Quick Access menu is an easy win for better discoverability

Review how each PowerToys utility is represented, then determine where brief descriptions and the proposed information UI belong. Done means every entry presents lightweight descriptive text or an information element without making the menu feel like the full settings window.
