### Steps to reproduce

1. In Genernal setting, enable `Always run as adminstrator`
2. In `Keyboard Manager`, when add a keyboard shortcut to run apps(for example, windows terminal), select `Normal`.
3. Trigger the shortcut, and the apps is running as adminstrator

### ✔️ Expected Behavior

App should run as normal user

### ❌ Actual Behavior

the apps is running as adminstrator, this may cause security problem
