CmdPal: Setting "Enable in one click" is ignored when keyboard was used

### Steps to reproduce

When using navigation keys [Up]/[Down] before clicking on a item, it is executed instead of selected, despite I configured "Enable in one click" settings to false (meaning I have to double click on a command item to select it).

### ✔️ Expected Behavior

When "Enable in one click" if disabled, user should have to double click on an item to enable it.

### ❌ Actual Behavior

When using keyboard prior to mouse, the selected item is automatically executed the first time the mouse is used.

Start in the Command Palette by reproducing the issue with “Enable in one click” disabled: navigate with Up/Down, then click an item. Trace how keyboard selection and mouse activation interact. Done means the first mouse click only selects the item and double-clicking is required to execute it.
