### Steps to reproduce
Unfortunately I can't reproduce this reliably, but I always notice it after a system restart. I have 4 screens and have a custom saved layout applied to all horizontal monitors called "Dual Split" with "Space around zones" turned off. However on monitor 4 (seen in screenshot), when snapping, it is using the default 16pnt spacing around the window instead of border-less snapping (in the screenshot I am holding shift, and you can see it is going to snap the window with the border present and isn't a full window snap).
I think it is using the default snapping zone behavior before I customized this template. If i select another template then click back to the "Dual Split", the window snapping works as expected. So it has some issue applying this profile to the screen upon restart.
