Description

### Description of the new feature / enhancement

The ability to adjust the update speed of the new "Performance Monitor" when pinned to the new Command Palette Dock.
This can be achieved simply by setting it to match the "Real-time update speed" of the Task Manager.

### Scenario when this would be used?

I used to keep Task Manager on one side of my screen to monitor resource usage. I set the "Real-time update speed" in Task Manager to "Low" for two main reasons:

- I do not require rapid updates
- I could save resources by reducing the update frequency

I expected the new "Performance Monitor" within Windows Command Palette, when pinned to the Command Palette Dock, to respect this update speed, or at least allow me to customise it in the settings.

Research direction

Start at the Performance Monitor entry point in Command Palette and its Command Palette Dock behavior, then compare it with the Task Manager “Real-time update speed” setting described in the issue. Done means the pinned monitor follows that speed or provides an equivalent customization, with tests covering the selected update frequency.
