Description

### Microsoft PowerToys version

0.98.0

### Installation method

PowerToys auto-update

### Area(s) with issue?

Command Palette

### Steps to reproduce

Linkbar64 (v1.6.9) installed and showing on bottom just above the menu bar. Turning on docking of Command Palette with location at bottom

### ✔️ Expected Behavior

I expected either the linkbar or the Command Palette to be above the other in the Y direction.

### ❌ Actual Behavior

both to want to be just above the menu bar, and the two programs continuously duke it out as to which one is there. There is a continuous flicker. Neither crashes.

### Upload Bug Report ZIP-file

_No response_

### Additional Information

up-to-date windows 11 Pro (with March 2026 updates). Also StarDock 2.0 for a better Start Menu (sorry, but win11 start menu sucks).

### Other Software

linkbar64 1.6.9 (https://sourceforge.net/projects/linkbar/), again missing feature in Windows 11.

Research direction

Reproduce the issue on Windows 11 with PowerToys Command Palette docked at the bottom and Linkbar64 v1.6.9 positioned above the menu bar. Start by investigating the Command Palette docking behavior and its interaction with Linkbar64; done means both applications maintain stable positions without continuous flicker.
