Description
### Microsoft PowerToys version
v0.98.0
### Installation method
PowerToys auto-update
### Area(s) with issue?
Keyboard Manager
### Steps to reproduce
The keyboard shortcuts I assigned were working great, and today I went into the application to assign a new shortcut and saw there was an update, so I started the update. After the update, all my old shortcuts broke; they started running other things instead of the functions I added, or they didn't work at all. Also, the shortcut adding menu became more complicated; the old one was much better. Furthermore, the program I wanted to add as a shortcut is fully visible but doesn't show up in the browse section. Even if I added it, it probably wouldn't work anyway. The changes made to the keyboard manager in the last update are a complete disappointment, nothing else.
### ✔️ Expected Behavior
Adding new keyboard shortcuts and ensuring they work correctly.
### ❌ Actual Behavior
The keyboard manager, which was working fine before the last update, is now completely unusable.

Research direction
Start by reproducing the reported Keyboard Manager regression on PowerToys v0.98.0 after auto-update, using the shortcut mappings, shortcut editor, and browse section described in the issue. Compare behavior before and after assigning shortcuts and verify that existing mappings run the intended functions and that programs visible in the UI can be selected.
