Description
### Description of the new feature / enhancement
We want the ability to move the floating Command Palette's dock anywhere on the desktop. We remember moving the floating toolbars on Windows 95 and up to Windows XP with Internet Explorer 4.0 having Windows Desktop Update added or higher installed.
### Scenario when this would be used?
1. If a dock is enabled, right-click it and click **Settings**.
2. In the **Appearance** section, there should be an option to make the dock float.
### Supporting information
Turning the floating dock on allows users to move it anywhere on the desktop; turning it off will put the dock back to its position like **Top** or **Bottom**.

Research direction
Start with the Command Palette's dock behavior and its Settings > Appearance flow. Determine how the existing Top and Bottom positions are configured and how a floating option should persist its location; done means the dock can be moved anywhere on the desktop and can be returned to its configured dock position.
