Description

### Microsoft PowerToys version

0.98

### Installation method

Dev build in Visual Studio

### Area(s) with issue?

Settings, Keyboard Manager

### Steps to reproduce

I'm using `Win+Shift+Q` as a keyboard shortcut for CmdPal. I've enabled a keyboard manager and the editor, noticed that it uses the same keyboard shortcut and cleared it.

Image

`Win+Shift+Q` still opened the new Keyboard Manager editor.

Research direction

Start in Settings > Keyboard Manager and reproduce the issue using the cleared editor shortcut, Win+Shift+Q. Trace how clearing the shortcut is saved and how the Keyboard Manager editor responds to that key combination. Done means a cleared editor shortcut no longer opens the editor.
