Description
### Microsoft PowerToys version
0.97.2
### Installation method
Microsoft Store
### Area(s) with issue?
Keyboard Manager
### Steps to reproduce
Hello,
There is an issue assigning `CapsLock` to `Alt+Shift`. When the remapping is being saved an message dialog appears:
> Some of the keys could not be remapped. Do you want to continue anyway?
I have tried normal (user) and elevated privilege (run as administrator) executions, both fail.
### ✔️ Expected Behavior
Since `Alt+Shift` is not conisidered as a [system/reserved shortcut](https://learn.microsoft.com/en-us/windows/powertoys/keyboard-manager) according to the docs, the combination should be saved properly and remapped.
### ❌ Actual Behavior
Both dialog options - `Continue anyway` and `Cancel` does the same thing - the Remap Keys window is closed along with the dialog and nothing is saved.

Research direction
Start in Keyboard Manager's Remap Keys flow and reproduce assigning CapsLock to Alt+Shift on Windows 11 with PowerToys 0.97.2. Trace why saving shows the remapping warning and closes without saving; done when the mapping persists and the dialog options behave correctly.
