### Steps to reproduce
1) Launch PowerToys as administrator using the admin credentials my employer provides that are separate from my standard domain credentials.
2) Toggle the light switch
### ✔️ Expected Behavior
The rest of my environment running under my standard domain account should change themes.
### ❌ Actual Behavior
Only the apps running with admin elevation change theme

### Additional Information
Windows 11 using company domain credentials for login. These credentials do not have local admin rights, but I am provided separate credentials that do have local admin rights. I use these credentials to run PowerToys in administrator mode.
I need admin elevation for Fancy Zones to manage the apps I run with elevation.
