Description
### Description of the new feature / enhancement
Would be very nice if you could add a option to command palette like this:
If I'm looking for a application using command palette I usually can spawn a new process of it by just typing the name. The window walker is only available if you use the < key before or the configured hotkey.
It would be nice if we could change the behavior that it will first list all running processes with window walker and if there is no process like that it will open a new one. This could be activatable with a simple checkbox.
If this is to complex it would be nice to get the command prisonization like in the old version of command palette back.
### Scenario when this would be used?
Always because it is a seamless integration and make workflows better and prevent process staggering

Research direction
Start by locating the Command Palette implementation and reviewing the existing Window Walker behavior. Define the checkbox-driven flow so a matching running process is brought forward, while a missing process is opened, and verify both paths before considering the work done.
