### Steps to reproduce
I like to rig my command line interface (Run or CmdPal) to Windows + S to replace the default search bar with low-level hook checked. PowerToys is .
### ✔️ Expected Behavior
Shortcut would override default search, so the search bar is invoked when I pressed the shortcut.
### ❌ Actual Behavior
While PT Run is launched consistently, CmdPal would occassionally lag behind and inadvertently launches regular search instead. The behaviour back on Windows 10 22H2 was more consistent.
