### Steps to reproduce

Various exclusive fullscreen or bordered fullscreen applications hide the taskbar when they are in the background if Powertoys was enabled before those applications were launched on a Windows 10 laptop. I have tried everything to resolve issues because I enjoy many powertoys features but the only solution is to: kill my fullscreen applications > kill powertoys from task manager > relaunch fullscreen applications. This occurs even when no modules are enabled- only base powertoys.

This is a well-documented issue online and no one has any solution to resolve.

Windows taskbar should display if full screen applications are in the background.

### ❌ Actual Behavior

Windows taskbar is hidden behind the fullscreen application unless powertoys processes are killed prior to launching any fullscreen applications.

Parsec, Teamviewer, Moonlight are the fullscreen applications I use most.

No source file, test, or entry point is identified. Start by reproducing on Windows 10 with PowerToys enabled but no modules and one of Parsec, TeamViewer, or Moonlight, then compare behavior before and after launching PowerToys; done means the taskbar remains visible when the fullscreen application is in the background.
