### Steps to reproduce

I cannot reproduce it on-demand, but only when I have Quick Accent enabled does a SHIFT lock happen intermittently.

I verified Sticky Keys is disabled.

### ✔️ Expected Behavior

To not have SHIFT lock happen intermittently.

### ❌ Actual Behavior

SHIFT lock engages intermittently.

Win11 24H2 (Build 26100.7781).
