[CmdPal] Global result inclusion/sorting for extensions

### Description of the new feature / enhancement

Plugins for CmdPal do not have any search ordering or global result inclusion boxes like in Run. I have to invoke these plugins specifically by either hot keys or alias to use them.

### Scenario when this would be used?

Speed. If CmdPal wants to replace Run eventually then this feature is mandatory.

### Supporting information

Same extension, left is Run and right is CmdPal.

Start with the CmdPal extension result flow and compare it with the Run behavior shown in the issue. Determine where global inclusion and result ordering are handled, then verify that extensions can participate in both and that the resulting search behavior matches the requested scenario.
