Description

### Description of the new feature / enhancement

The New+ module always shows the context menu entry as “New+”, even on non‑English Windows installations.
I would like to request an option to rename this top‑level menu entry, or alternatively have it localized automatically based on the system language.
This would make the module feel more integrated and consistent with the native Windows “New” / “Neu” menu.

### Scenario when this would be used?

On localized Windows systems (for example German), the “New+” label looks inconsistent next to the native “Neu” menu section.
Renaming it to something like “Neue Datei” would make the context menu clearer and more intuitive.
This is a small change, but it improves usability and visual consistency for users who work in non‑English environments.

Research direction

No files or tests are named in the issue. Start by locating the New+ module and the code that creates its top-level context-menu entry, then review how PowerToys handles localization and user-configurable labels. Done should mean the entry can be renamed or is localized consistently on non-English Windows systems, with appropriate coverage.
