Research direction
Start in Keyboard Manager and reproduce the reported remapping on PowerToys 0.97.2 installed from the Microsoft Store: map the left Ctrl key to the Copilot or former right Ctrl key, then inspect the resulting entries. Verify that the mapping does not assign Copilot to both control buttons and that the unwanted Ctrl-left to Shift-right/F23 entry can be deleted.
