Description

### Description of the new feature / enhancement

Hi, I want to be able to remap some unique keys on Magic keyboard (lock key, delete key to backspace key, ...), and to allow function shortcuts (like fn + volume up/brightness, ...) on Windows please. Thank you!

### Scenario when this would be used?

In some softwares like Microsoft Word, I want to change my delete key on Magic keyboard to backspace key like a pc keyboard. And I would like to be able to use the full function keys on a Magic keyboard in a Windows machine, like changing volume/brightness up/down.

### Supporting information

There was a guy have done a program like this on Github (Mac Kooper) However it is inconvenient to install things through Brigade, and it doesn't work on Windows 11.

Research direction

No file or test is named. Start in the PowerToys Keyboard Manager area and investigate how Magic Keyboard lock/delete keys and fn volume or brightness shortcuts are represented on Windows 11. Done would require clearly defined support for the requested remapping and function shortcuts, with verification in the stated Word and Windows scenarios.
