Start by locating the PowerToys Keyboard Manager entry point and its existing virtual-key mapping flow; the issue names no file or test. Compare the requested Scan Code Mode with current mapping behavior on a foreign keyboard, and define completion as recognizing and mapping the previously uncaptured key.
