Description

### Microsoft PowerToys version

97.2

### Installation method

PowerToys auto-update

### Area(s) with issue?

FancyZones

### Steps to reproduce

Open two explorer windows, snap them side by side. Close one, open another. It will open in the last open position, rather than the last closed position.

### ✔️ Expected Behavior

In earlier version, if you close a snapped window, opening a new window would take its position.

### ❌ Actual Behavior

New window opens up on latest position.

This is very disruptive since if you have multiple windows open, if you close one and open another, you want it opened in the empty space, not covering the latest opened one, which most likely, has a much greater importance to you at the time.

Research direction

Start in the FancyZones area and reproduce the behavior with two Explorer windows snapped side by side, then close one and open another. Done means the new window uses the position of the window that was closed rather than the position of the latest opened window.
