### Steps to reproduce

Restart Windows. PowerToys window pops up (AS USUAL for half a year) with a false warning, that a hotkey is already taken - in ZoomIt.
But now - I can see the ZoomIt page of PowerToys and cannot close it. I can operate on the window, but cannot move it on the screen (so I don't see bottom part of the window).

Golden rule: do not improve something which works good. You will always fail.

### ✔️ Expected Behavior

Obvious: being able to move and close the PowerToys settings window.

### ❌ Actual Behavior

Cannot close and move PowerToys. Even stopping the task from task scheduler doesn't work. Why oh why you start if from task scheduler, while there is autorun folder, autorun registry key. Are they passe?
