### Description of the new feature / enhancement

I would like the ability to pin an entire display when using the Workspaces feature in Microsoft PowerToys. This would allow a specific monitor to remain fixed on the same workspace, even when switching or swiping through workspaces on other displays.

This behavior differs from the Always on Top utility, which pins individual windows. Instead, this feature would “lock” a whole monitor to a single workspace, preventing it from changing as other monitors cycle through different workspace configurations.

### Scenario when this would be used?

When working on complex or multi-step workflows, it’s helpful to dedicate an entire display to persistent reference material—such as documentation, dashboards, or communication apps. With this feature, that display would stay constant, while other displays could shift between workspace layouts as needed. It would effectively allow treating a display as its own workspace, improving focus and reducing the need to reorganize windows each time workspaces change.
