### Steps to reproduce

I cannot turn off Mouse Without Borders. If I turn it off in settings, it is still functioning. It is not setup to run as a service, and there is no service running (at least if the service is named anything close to "mouse without borders", I cannot find it). Rebooting after turning off the feature does not help. After turning off the feature in settings, rebooting, opening settings to verify it is "off" - it is still "on" functionally. Only remedy I have found is to completely shut down Powertoys, which is sad because I use other Powertoys features. But killing Powertoys kills the Mouse Without Borders functionality.

### ✔️ Expected Behavior

I expect Mouse Without Borders functionality to cease when you toggle the slider to "off" in settings.

### ❌ Actual Behavior

Turning off Mouse Without Borders in settings does NOT turn off the feature.
