Description

### Microsoft PowerToys version

0.96.1

### Installation method

GitHub

### Area(s) with issue?

FancyZones

### Steps to reproduce

1. Create Fancyzones-Layout (Grid or Canvas)
2. Setup zones (65/35 % on UW 5120*1440 Screen in my case)
3. Enable Shift+Drag to "snap to zones"

### ✔️ Expected Behavior

Applications (Chrome, Spotify Desktop App, DirectoryOpus, Explorer, Notepad and others) should fill out the whole defined area and sit "flush" with the taskbar (permanently visible) at the bottom and with the top of screen, making the very top of the application info bar clickable/dragable.

### ❌ Actual Behavior

Applications will fill in the area and sit flush at the bottom with taskbar.
They will not sit "flush" at the top, meaning the cursor will switch to "resize" when trying to click the top bar of any app.

### Additional Information

Win11 Home
Sys Language is German

### Other Software

Research direction

Start in the FancyZones area and reproduce the issue with a Grid or Canvas layout, 65/35% zones, and Shift+Drag on Windows 11. Compare the top edge with the taskbar-aligned bottom edge across the listed applications; done means snapped windows sit flush at both edges and the top bar remains clickable or draggable.
