Research direction
Start by reproducing the issue in PowerToys Run and Command Palette using the touch-keyboard and Start-menu steps described in the report, then trace how these components handle focus and Start-menu dismissal. Done means both utilities receive focus and the Start menu closes when launched from the touch keyboard, matching physical-keyboard behavior.
