Steps to reproduce

Open the touch keyboard (not win+ctrl+o)
press the win key twice (to open start menu)
Launch PowerToys Run or cmdpal (or stack them on top of each other)
close the start menu

✔️ Expected Behavior

PowerToys Run/CmdPal get focus and close the start menu the moment they're opened

❌ Actual Behavior

they don't get focus and clicking away from them don't close them
the start menu doesn't close like it should when opened from a physical keyboard
