[Settings page] I can't enter Mouse Utility settings page

I recently jumped v0.95.1 → v0.97.1. Everything is work awesome however, I can't enter Mouse Utility settings page.

### ✔️ Expected Behavior

Mouse Utility page should be opened correctly

### ❌ Actual Behavior

But when I expand Mouse Utility, the settings app freezes and closes. (Not crashes)

Reproduce the freeze by opening Settings and expanding Mouse Utility after upgrading from v0.95.1 to v0.97.1 on the reported Windows build, then inspect PowerToysReport_2026-02-05-02-04-30.zip for relevant diagnostics. Done means the Mouse Utility settings page opens instead of freezing and closing.
