Description

### Description of the new feature / enhancement

**Lately I have been having issues creating new shortcuts on my desktop. Clicking on a blank area brings up the dropdown menu but, more often than not, the "New" command is missing. Restoring this item takes time & is frustrating. Can creation of a "fix" for the missing item be included in the next release of PowerToys, please?**

### Scenario when this would be used?

**Creating desktop shortcuts**

Research direction

The report names no source file, test, or component beyond the Windows desktop blank-area context menu. Start by reproducing the missing "New" command and identify the PowerToys entry point involved; done means the command remains available reliably when creating desktop shortcuts.
