### Description of the new feature / enhancement
**Lately I have been having issues creating new shortcuts on my desktop. Clicking on a blank area brings up the dropdown menu but, more often than not, the "New" command is missing. Restoring this item takes time & is frustrating. Can creation of a "fix" for the missing item be included in the next release of PowerToys, please?**
