### Steps to reproduce

My mouse and keyboard are directly connected to Device 1 (a Windows 10 PC), and I am using Mouse Without Borders to use them with Device 2 (a Windows 11 laptop). The Device 2 cursor can freely travel between both devices like expected, however the Device 1 cursor cannot travel to Device 2 seemingly if any window is focused. I must have the desktop "focused" in order for the cursor to travel to Device 2. I originally experienced this issue this morning when on version 0.96.0, then updated to latest (0.97.1) to see if that would fix it, but nothing changed. I haven't changed any settings or touched the software at all, as yesterday it was working fine.

### ✔️ Expected Behavior

I expected my mouse to be able to move freely between both connected devices, and not depend on whether or not I have windows focused.

### ❌ Actual Behavior

Can't move the Device 1 cursor to Device 2 if any window is focused. Moving from Device 2 to Device 1 works normally.

### Additional Information

The Mouse Without Borders settings on both devices shows a green outline around the connected device on both devices, and both are running as administrator but not in service mode. Initially, I only had the IP address of Device 1 entered into the IP Address Mapping section of Device 2, but I've tried entering the IP address of Device 2 into the Device 1 mapping but nothing changed.

I've tried restarting both devices, refreshing the Mouse Without Borders connection, and toggling Mouse Without Borders off and on.

Reproduce the issue on Windows 10 and Windows 11 with Mouse Without Borders enabled, comparing cursor movement from Device 1 to Device 2 while the desktop and an application window are focused. Check whether the behavior still occurs in PowerToys 0.97.1 and confirm that cursor travel works in both directions regardless of focus before considering the issue resolved.
