Description
### Microsoft PowerToys version
0.97.1
### Installation method
PowerToys auto-update
### Area(s) with issue?
Keyboard Manager
### Steps to reproduce
I mapped = to +, and mapped + to =, basically to reverse the key since my usage of + is much higher, whether I typed = or SHIFT =, I'd end up with + and couldn't get =
This was functioning correctly before v0.97.
### ✔️ Expected Behavior
After mapping as indicated above, I expect = to map to + (still does) and + map to = (doesn't)
### ❌ Actual Behavior
Both cases results in +

Research direction
Start in the Keyboard Manager area and reproduce the reported mappings for =, +, and SHIFT = on PowerToys 0.97.1. Compare the behavior with the expected reverse mapping and use the attached PowerToys report while tracing the relevant keyboard remapping entry point; done means both unshifted and SHIFT-modified keys map correctly.
