Description

### Description of the new feature / enhancement

Research direction

The issue does not name a file, test, or entry point. Start by locating the PowerToys "Acceso rápido" window and determine whether the intended outcome is to remove it or support adding, removing, moving, and dragging app shortcuts. Done would require an agreed scope and clear behavior for managing those shortcuts.
