Description
### Description of the new feature / enhancement
I have been able to get the stupid CoPilot Key to update to the Right Ctrl Key by Remapping a Shortcut. But when I use my VPN and Remote Desktop Connection to be able to work on my work office workstation, the remapping doesn't work and the stupid CoPilot starts up. Getting a new laptop has made my job more complicated and slower...
### Scenario when this would be used?
It would be great if the CoPilot Key was forever thrown into the pit of despair and that PowerToys would allow the key to be remapped to the Right Ctrl key even when connecting to my work computer through a VPN...

Research direction
The issue does not name a file, test, or entry point. Start by locating PowerToys Keyboard Manager's handling of remapped keys during VPN-based Remote Desktop sessions, then verify that the Copilot key is translated to Right Ctrl on the remote workstation without launching Copilot.
