[FancyZones] Restore old "Hold a non-primary mouse button to activate zones while dragging" as a separate option

**Hold** non-primary mouse button instead of **Toggle**.

### Scenario when this would be used?

It is the same as Toggle, but only activates when needed.
I find that my Outlook crashes when I drag a PDF to a draft email while the FancyZones is toggled on. The Hold to activate mitigated this issue.
