Description
The CacheCaps method may need to temporarily create a device, which can fail. When querying for any of the caps that are filled out by CacheCaps, we could throw, so clGetDeviceInfo should handle this.

Research direction
Start by tracing clGetDeviceInfo and the CacheCaps method in the OpenCLOn12 source. Identify which capability queries can trigger temporary device creation and how failures currently propagate. Done means clGetDeviceInfo handles device-creation failure without exposing an uncaught exception; verify with the relevant existing tests or API checks.
