Description
The caching layer should be improved.
One potential way to do this is by caching at the httpclient level and by modifying the default httpclientfactory. For users who provide their own factory their get their own caching implementation as they desire.
We would remove the other arguments that propagate the current disc based cache.
One option which appears to require few changes and implements a caching httpclient:
https://github.com/aliostad/CacheCow
Another option that is more manual:
https://github.com/reactiveui/Akavache

Research direction
The issue names no files, tests, or entry points. Start by locating the existing disk-based caching layer and the default httpclientfactory, then compare the proposed CacheCow and Akavache approaches; done would mean an agreed caching design, updated factory behavior, and removal of obsolete cache arguments.
